However Mountshannon's Timmy Dooley says the Government is at fault and not the state utility.

Former Junior Minister Fergus O'Dowd is accusing Irish Water of coming across as uncaring and arrogant, and of failing to sell the message of why water charges are necessary.

A week after charges kicked in the Louth Deputy says the utility has shown how good it is at 'shooting itself in the foot from the very outset'.

He's insisting he's been making this point for years, and it's just that people are listening to him now.

Speaking on his way into Cabinet this morning, the Taoiseach said he thinks Mr O'Dowd was just making the point that there's a need for constant engagement with people in relation to Irish Water.

However Clare Fianna Fáil TD says there's been a deliberate attempt to play the issue down to bad public relations management.

He says the issue people are approaching him with –  is their inability to pay.
