While a number of doctors have spoken out against the government's plan, 70 per cent of Clare GPs have already returned a contract which means they'll offer the free service to their youngest patients.
Opponents say many of those are in fact against the plan, but fear their businesses could suffer if they don't comply.
Lahinch GP Dr. Michael Kelleher, a member of the IMO's GP Committee, supports it, but agrees that it does put pressure on doctors.
