Germany and Brazil are drafting a resolution for the UN General Assembly that would demand an end to excessive spying and invasion of privacy.
It comes after claims the US National Security Agency bugged phone calls of German Chancellor Angela Merkel and monitored thousands of French phone conversations.
Germany has said it will send intelligence officials to Washington to demand answers from the White House.
