Finance Minister Michael Noonan is preparing to reveal part two of the budget later.
A number of tax hikes are expected to be announced – including a 2 per cent VAT hike, increases to motor tax rates and household charges.

Government backbenchers will also be tested – with a series of votes on the plan.
