In a statement to Clare FM, the local authority says tenants have a responsibility to not dry clothes within the house, use cooker extract when cooking on the hob, regularly open windows, adequately heat the house and regularly clean surfaces which may suffer minor mould issues.

Anne-Marie says they’ve raised the issue with the HSE.

Statement from Clare County Council

Mould growth is promoted when moisture-laden air meets cold surfaces. Airborne moisture occurs normally within a property.

It is typically generated during cooking, showering/bathing and even from people breathing.

Clare County Council provides a heating system, adequate ventilation, and a means to manually air out the house (by opening windows) which allows tenants to control and avoid mould growth during the colder months.

Council tenants have a responsibility to not dry clothes within the house, use cooker extract when cooking on the hob, exchange the air within the house regularly by opening windows, and to adequately heat the house.

Tenants also have a responsibility to regularly clean surfaces which may suffer minor mould issues during the colder months to prevent mould spreading.

The division of responsibilities is set out in the Council tenant’s handbook which is available at on the Clare County Council website here.

Clare County Council is engaging with tenants where mould issues arise and rectifying any matters which are the Council’s responsibility and advising tenants where matters are their responsibility.
