The revelation is contained in a new report by Inclusion Ireland which shows there are nearly 4,000 children in Clare, Limerick and North Tipperary that are classified as having complex needs.
Just 18 therapists are in place to support them, giving them a caseload of 203 children each.
The recommended amount is just 50.
