Michael McNamara says for the first time "the squeezed middle" in society, who suffered the most during the recession will now have more disposable income.
The Scarriff-based TD has pointed to measures including a reduction of the pupil teacher ratio and increased spending in the health sector as a step on the road to full recovery.
Deputy McNamara insists that Budget 2016 will benefit rural commnuities and he says comparisons to previous budgets are simply political tactics.
