A Clare TD is calling for legislation to be put in place which would allow local authorities to take unfinished housing estates into charge.
Michael McNamara has put forward the Planning and Development Bill which has passed the first stage in the Dáil and now awaits a second reading.
The Scarriff-based TD says some residents are being charged on the double on account of having to pay management companies for basic services on top of paying their local property tax.
Speaking in the Dáil, Deputy McNamara says obstacles are standing in the way of local authorities taking estates into charge.
