Clare's Independent TD is backing calls for 9 billion euro to be invested in capital spending in the Health service.
It comes as Tony O'Brien, Head of the HSE insists money is needed to upgrade equipment, improve IT services and to move away from hospital-centered care.
Dr Michael Harty, is supportive of the increased capital funding and says the taxpayer needs to get better value for its money.
