The agency has slashed its targets for savings from cutbacks to medical cards, and is now looking for a spending cut of 23 million from this area, down from 113 million announced on Budget day.
The Health Minister says this will mean there is no change to eligability for people seeking medical cards, but doctors here say the situation is different on the ground.
