A Clare former Minister of Defence says a geographic quota for ministerial appointments would be impossible to implement.
The Taoiseach came under fire last week for appointing Dublin Rathdown TD Neale Richmond as Minister of State at the Department of Enterprise, rather than a rural party colleague.

Richmond’s appointment means that every TD in the Dublin-Rathdown constituency hold a ministerial role, while 10 counties in regional areas remain without – including Clare.
Corofin’s Tony Killeen says introducing a specific policy to ensure regional balance in ministerial positions would go against the Constitution.
