Michael McDonagh is proposing to scrap the 1% rate of USC for the first 12,000 euro earned, and the halving of the 3% rate on the next 6,600 euro.
The USC is quickly becoming a big election topic, with Fine Gael and Labour both looking to reduce the charge if returned to government.
However, Michael McDonagh says his own proposal will give more spending money to the most vulnerable in society.
