Clare County Council is owed nearly 21 million euro in commercial rates.
The figure was revealed to local representatives this week, and is correct as of the end of September.
The local authority is also owed 12.5 million more in the likes of development contributions, housing loans and rents, and fire charges.
The figure outstanding was reduced by 1.5 million euro last year, when compared to 2014.
The figures come as some Councillors say commercial rates are too high, and need to be reviewed.
Ennis Fianna Fáil representative Pat Daly doesn't believe the re-valuations would result in rates being revised upwards.
