Civil servants face greater scrutiny of their work and face being fired if they consistently underperform.

It's part of a three year plan to overhaul the service announced by the coalition this morning.
Along with streamlining disciplinary procedures, there will be recognition of excellence but any performance related pay or bonuses has been ruled out.
Public Expenditure Minister Brendan Howlin says he wants to end the practice of people getting moved around the civil service to jobs they are not qualified for.
