Killaloe Fianna Fáil Councillor Tony O'Brien has told a meeting of local representatives that he's concerned that measures to protect the environment are so restrictive that they could be harming the East Clare economy.
While recognising the importance of protecting the River, he feels a balance needs to be struck.
