The facility currently draws on the public water supply to replenish stocks when they dip below the required operating levels.
It's claimed this results in loss of water pressure in homes and businesses in the surrounding area, with residents saying they're unable to use their shower, washing machine and other facilities.
Independent Councillor Ian Lynch says consultation is needed to resolve the issue.
