The Justice Minister's updating her colleagues after it was revealed that two reporters had their phones accessed by the Garda Ombudsman.
New legislation brought in last year gave GSOC the same power as Garda Superintendents to access phone and email records.
However the Taoiseach Enda Kenny says the laws may need to be overhauled.
