The Tánaiste says the final budget figures will not be agreed upon until Tuesday morning – hours before it's delivered by Michael Noonan and Brendan Howlin.

Joan Burton's comments come as new figures show the Government's deficit is well below the projected target.
If no new measures are introduced in the budget, the Department of Finance says overspending will fall to 2.4 per cent next year – beating the EU's deficit target of 3 per cent.
