Clare's Junior Minister has criticised threats by Independent John Halligan to "rain hell" on the Government if services at his local hospital aren't expanded.
It comes as Halligan's row with Fine Gael over University Hospital Waterford, and also questions over Enda Kenny's leadership, are expected to dominate the party's think-in which is beginning in Kildare.
Earlier, the Taoiseach said John Halligan needs to concentrate on his ministerial duties, and that Fine Gael have lived up to their side of the deal with him.
Minister of State Pat Breen believes Minister Haligan should focus on his brief.
