The government is being accused of squandering a valuable opportunity to connect Ireland with its diaspora.

Plans to issue Certificates of Irish Heritage were launched in 2011, and in the past few years Barack Obama, Tom Cruise and Bill Clinton have been among its recipients.
However, they're among only 3,000 people who have been faced with a minimum fee of 45 euro for the Cert, and now the scheme is being scrapped due to low demand.
It had initially been proposed by the now Cathaoirleach of Clare County Council James Breen, who feels this cost level was a mistake.
