A spokesman for Alan Kelly confirmed the report a short time ago.
Meanwhile, almost one hundred protestors have gathered in Limerick at an event involving the Finance Minister Michael Noonan.
The crowd have been chanting anti water charge slogans outside the Absolute Hotel on Sir Harry's Mall.
Gardai and plain clothes detectives have been drafted in to police the protest.
