His visit comes after The UN Security Council strongly condemned the Syrian government for a massacre in which at least 108 people were killed and 300 others injured in Houla.
UN Secretary General Ban Ki-moon called the Houla massacre a "flagrant violation of international law".
The Assad regime denies the slaughter.
