It follows 19 hours of talks at the Workplace Relations Commission.
The deal includes a number of provisions to deal with trolley numbers and overcrowding – and both sides will return to the WRC in a month's time to check what progress has been made.
The INMO will meet later today to discuss the planned strike by nurses at 7 hospitals around the country on Thursday.
Health Correspondent with the Irish Independent Eilish O'Regan says it will be called off.
