President Michael D. Higgins is convening a Council of State to debate the Protection of Life During Pregnancy Bill.

The Council is made up of figures including the Taoiseach, Tánaiste, former Presidents and the five former Taoisigh.
They’ll meet at Áras an Uachtaráin next Monday, where they could decide to refer the abortion bill to the Supreme Court to test its legality under the Constitution.
If that happens and it’s upheld by the Court – it can never be challenged on constitutional grounds again by a citizen in the court – and will automatically become law.
