60-Unit Kilkishen Housing Scheme Refused Due To Sewerage Deficiencies

Clare County Council has rejected plans for a housing scheme in Kilkishen due to sewerage deficiencies.

Sandford Properties LTD had sought to construct a total of 61 homes in the East Clare village.

The breakdown of homes involved 10x two bedroom units, 11x three-bedroom units , 32x four-bed units and 8x five-bed dwellings.

The project would have also entailed the retention of a ground floor doctor’s surgery, the renovation of two-derelict buildings and the delivery of at least thirteen social housing units under Part V planning obligations.

Due to be located on a 2.6 hectare site on the Tulla Road , the application received three public submissions, relating to concerns over the potential for a build up of litter and anti-social behaviour at a proposed alleyway, traffic-calming and maintaining visual amenity.

While Mayor of Clare and Bodyke Fine Gael Councillor Joe Cooney was placed as a representative on the planning application.

However, a report from Irish Water stated that the Kilkishen Wastewater Treatment Plant had insufficient capacity to cater for the housing development and that a Wastewater Treatment Plant upgrade would be required to take the load.

Uisce Éireann stated though that it has no plans to upgrade the WWTP within its capital expenditure programme and that therefore the connection would not be feasible.

For this reason, Clare County Council refused to grant planning permission.
