Meanwhile, it's expected a new full-time environmental officer will be appointed to the Killaloe Municipal District within the next month.

A letter sent to Clare County Council on behalf of Alan Kelly says enforcing litter laws is a matter for each local authority.

The letter was sent  following a special representation made by the council to the recently-departed Minister for the Environment.

It also refers to reform of the household waste collection system, describing the introduction of pay by weight charges from July 1st as a positive step in the fight against litter.

But Deputy Timmy Dooley believes the new system may incentivise those responsible for illegal dumping rather than deter them.

Meanwhile a Maghea Councillor is welcoming the expected appointment of a new full-time environmental officer for the Killaloe area.

There are currently only three wardens here which means that the East Clare district, which covers more than a third of the county, is only monitored on a part-time basis.

However, it's expected that a full time warden will be in place within the next month.

Pat Hayes hopes there will further improvement in the enforcement of litter laws in the county.
