Irish water has stated that phase two of works on the Mullagh-Miltown scheme may not start until the first quarter of 2021.
The utility says that the decision on when works are to begin is down to budget, and that they are prioritising works that will bring the biggest savings to the largest amount of people.
Fianna Fáil Councillor Shane Talty says that the same promises are being made again and again on fixing the line.
